The biometrics collection is no longer required for Canadian Permanent Residence applicants that previously provided their biometrics within the 10-year period before the date on which they submitted their current permanent residence application. 

This was announced on September 22nd, 2020 and is valid for pending and new permanent residence applications. According to the Government of Canada, the decision was taken due to the uncertainty of when the biometric collection services in Canada and overseas will reopen. In the meantime, there is a growing amount of applications for permanent residence that cannot be finalized because applicants are unable to fulfill the biometrics requirement. 

Since the beginning of the coronavirus (COVID-19) pandemic, biometrics collection points have been temporarily closed and many other services regarding temporary and permanent residence applications were also affected.
